Stephen has over 25 years’ experience as one of the leading property and development lawyers in the North West and has been involved in many of the major city centre property developments in Manchester including Barbirolli Square, Spinningfields and Havelock Mills, as well as the refurbishment of Exchange Flags in Liverpool and the mixed use HQ Development in Chester. Stephen has advised GB Development Solutions Limited, Liberty Properties plc, Northpoint Developments Limited Pochin’s plc, Property Alliance Group Limited and RREEF Real Estate. 

Stephen trained with Bennett & Co in Liverpool before moving to Nabarros in 1986.  He developed his client base at Gorna & Co, acting for Tarmac, P&O and NCP.  In 1993 Stephen joined Halliwells and in 1997 was made head of Property.  He joined Hammonds (now Squire Patton Boggs (UK) LLP) in 2001 - at the time the firm’s only Legal 500 rated property lawyer.  Stephen set up Goodman Harvey LLP in May 2004 and it grew steadily, winning the Property Team of the Year award at the inaugural Manchester Law Society/MEN Legal Awards 2010, until its merger with JMW Solicitors LLP in June 2013.

Stephen was described in Chambers 2015 as having 'a strong reputation in in the Manchester real estate market. With one commentator noting, 'if you has him in your corner, you'd be happy.'  Most recently, in Chambers and Partners 2016, Stephen is described as "a highly experienced development lawyer and has advised on many large projects across the region in recent years."

Stephen studied at Sheffield University and is an avid Evertonian.
