Call for Urgent Reform of the Clandestine Entrant Civil Penalty Scheme
Following the recent publication of the report of the Independent Chief Inspector of Borders and Immigration’s inspection of the Clandestine Entrant Civil Penalty Scheme (“CECPS”), the RHA is writing to the Home Office to express their significant concerns over the Inspector’s findings and the Home Office’s response to the report.
The Inspector’s report identified several systemic failures in how the CECPS is working. To address these issues, the report made 7 recommendations. The RHA is urging the Home Office to implement the recommendations in full by the end of 2025 (as opposed to the 12–18-month timescale they have indicated) and is calling for urgent reform of the CECPS.
The RHA is inviting operators to support their call on the Home Office for a fairer CECPS.
